Remote Incident Emergency Access Control

Good afternoon all,
I am working on an internal project involving physical security at our CERT (Corporate Emergency Response Team) events. Many of these events (oil pipeline leaks, vandalism, bomb threats, etc.) often occur out in the middle of “nowhere”.
 
Currently, our response teams set-up a perimeter and control access in layers. I am looking for your input and current practices regarding what methods your companies currently utilize to control field level access into an event zone. 
 
Although we utilize an Enterprise wide Lenel access control system, using our access ID cards is not a working solution outside of physical connectivity will not work. 
 
Any solutions you may be using would help me from re-inventing this wheel.  We have addressed everything from a
“clipboard & pen" to a laptop solution. Any thoughts or solutions you may be able to share would be appreciated.
